Allan’s practice focuses on environmental matters, real estate and land use, regulatory compliance, hazardous waste clean up, natural resource protection and environmental litigation. He has practiced environmental law for over twenty years in the public and private sectors. Allan was an Assistant Regional Counsel for the U.S. Environmental Protection Agency in Seattle, Senior Corporate Counsel for Univar USA, a multi-national corporation, and has been advising and representing clients in private practice since 2001. He has counseled and successfully represented individuals and businesses in numerous environmental, land use, enforcement, permitting and real estate matters and disputes, administrative appeals and litigation.

REPRESENTATIVE MATTERS

Successful Oregon Supreme Court appeal and reversal of a $126,500 civil penalty assessed by the Oregon Dept. of Environmental Quality.
- Successful Pro Bono representation of Save a Valuable Environment in a Shorelines Appeal regarding the commercial development of wetlands along North Creek in Bothell, WA, which subsequently led to the siting and construction of the University of Washington Cascadia College campus on the upland portion of the site with mitigation enhancements for salmon and the wetlands.
ARTICLES AND PRESENTATIONS
Allan is a frequent speaker on environmental, real estate and natural
resource topics. His most recent presentations have been on Stormwater
compliance, the State Environmental Policy Act (SEPA) and private
contribution claims under MTCA and CERCLA.
